I get the first video (the guy was caught stealing) but I don’t get the second one? Why did he shoot them off their bikes?
EDIT: Oh I get it now, I think Matsumoto said “futarinori”, which I think kinda translates to two-riding, or in this case two people riding a bicycle at the same time, which is illegal and got Matsumoto totally pissed off, lol.
