I’m pretty sure it isn’t Takeshis Castle, otherwise he’d be in costume.
As to what it actually is, im not sure, however, it is definitely prior to his his motorscooter accident, which puts it before 1994

The show was "Beat Takeshi no seiki matsu wagamama special" (ビートたけしの世紀末わがままスペシャル) from 1984. It’s basically impossible to find anything about the show on the internet
